Policy proposals and strategic plans originate through an ongoing three-year cycle structured around the Tusla Corporate Plan (2024–2026) and annual operational Business Plans. Tusla has undergone a significant internal reform program, including a review of the Child Care Act and the development of a new approach to the "Front Door" policy, which handles initial contact with families seeking support.
This includes the Local Integrated Service Delivery (LISD) Model which transitioned operations from 17 administrative areas into 30 localized network areas to equalize workloads and target resources to areas of highest social disadvantage. The Unified "Front Door" Access approach which implemented a single, streamlined point of access and unified child records across national networks to direct lower-threshold cases toward early intervention and family support and a Multidisciplinary Workforce Strategy which shifts service delivery toward multidisciplinary teams combining social workers, family support staff, and network managers.
Commissioning Practices
Tusla is working to improve its commissioning practices, including exploring opportunities for joint commissioning with other organizations and engaging in capacity-building.
Tusla's Commissioning Strategy 2019-2023 outlines its approach to commissioning services to meet the needs of children and families.
Research
Tusla undertakes various research projects focused on understanding and improving services for children and families. These projects often involve examining the experiences of children and families involved with Tusla, as well as the experiences of professionals working within the agency and its funded partners. The research aims to inform policy, improve service delivery, and ensure that Tusla's work aligns with national and international standards. We commission and conduct research to inform policy and practice across our services.
Tusla's Research Strategy 2024-2029 focuses on driving innovation and continued service improvement through research.
