Completion of 2019 Re-registration

Given the unprecedented situation with COVID-19, a decision was made in March to defer the deadline for completion of 2019 re-registration until 2021.

It is however possible to to complete the re-registration process at present, should a provider choose to do so.  Click here for details.

A Guide to Regulatory Enforcement in Early Years Settings

The Early Years Inspectorate are committed to the safeguarding and wellbeing of children who attend Early Years services. We achieve this through the registration and inspection of early years’ settings. In this process the inspectorate are empowered by legislation to directly enforce standards and the relevant regulations subject to fair procedures in all eligible services. The majority of providers are and work hard to be compliant with the regulations. They engage positively with the inspectorate to correct and improve their services when and if required click here for further information

Quality and Regulatory Framework

The Early Years Inspectorate has developed a Quality and Regulatory Framework (QRF), to support registered Early Years Services to comply with the 2016 Regulations. The QRF does this by setting out the core regulatory requirements in a transparent way, bringing together evidence-based, national and international research and best practice in Early Years.  Click here for more information. 

Child Care Regulations

Regulations governing pre-school services are formulated, monitored and implemented by the Child Welfare and Policy Unit of the Office of the Minister for Children. Click here to view


It is a legal requirement from for all early years services proposing to operate from the 30th June 2016 to make application under section 58D(2) of The Child and Family Agency Act 2013, at least 3 months before it is intended to commence operation. ( except in the case of a Temporary early years service in which case at least 21 days notice must be given) Application can be made via the Tusla TEYIS Service Portal.. From the 30th June 2016 each application for registration of a Preschool service must be accompanied by the appropriate fee as detailed in schedule 1 application Fees.  Click here for more information. 

Notification of change in circumstances form

A registered provider (except temporary services) must notify the Early Years Registration Office  of any change in circumstances as detailed on the change in circumstances form.  Click here for more information. 

Notification of Incidents form

The  guidebook, policy samples/templates and other documents provided in this section have been developed by Barnardos in collaboration with Tusla to support you, as an early years provider, to develop your own set of policies, procedures and statements to meet the requirements of the Child Care Act 1991 (Early Years Services) Regulations 2016.  Click here for details. 

Regulatory Inspection Tool,  Regulatory Inspection Report,  Factual Accuracy Form,  Corrective and Preventive Plan (CAPA)

The Report on the Quality of Pre-school Services (Hanafin, 2014) identified significant levels of ‘non-compliance ‘ in relation to a number of thematic areas within the Pre-School Regulations (2006).  Early Years Services are encouraged to review the Regulatory Inspection Tool and evaluate their performance within these thematic areas.  Click here for more information
